Commissioning Procedure

In order to put a property into operation, the following documents are required:

House project. Owners who have built their homes independently often do not pay sufficient attention to this, which prevents the legalization of the building due to the absence of an approved project. A house project includes technical documentation and descriptions approved by an architect and coordinated with the construction authority (Būvvalde).

Legal documentation. This includes a construction permit, various approvals, reports and conclusions, as well as registration in the Land Register.

Additional documents:

  • an inventory file – cadastral calculation prepared by the State Land Service (VZD);
  • a topographic survey carried out by a surveyor;
  • a chimney sweep’s report confirming the proper condition of smoke exhaust and ventilation systems;
  • an electrician’s report confirming the condition of electrical wiring;
  • a temporary energy certificate indicating the energy class and recommendations for improvement.

This is only the basic set of documents; in each case, the required package may vary. There are situations when the main building has been properly commissioned, but later an extension is added or a new structure is built on the plot—in such cases, an additional commissioning process for the new construction is required.

What Is Building Commissioning?

  • What happens if someone did not manage to commission their property?
    It is important for all property owners to organize their documentation and officially commission their buildings. This applies to all residents. Otherwise, the property may be subject to an increased real estate tax rate of 3%.
  • What if a house was built with deviations from the project or without a project at all? People live there without commissioning it - what should they do?
    The owner must order amendments to the existing building project from a specialist, or create a new project for the house and then commission it officially. Anything that was built but not included in the approved project is considered a violation.
  • What changes in a construction project can be legalized?
    If the existing changes in the house project do not contradict current construction regulations, they can be legalized by updating the project documentation. If they do contradict the regulations, the situation can become much more complicated. For example, the new law changed the minimum distance from a house to neighboring property boundaries (previously 3 meters, now 4 meters).
